The Allegheny Jail Collaborative is a program committed to reducing recidivism by both preparing inmates for reentry while incarcerated and helping them be successful people upon reentry into society. The program provides services for both inmates and returning citizens. For inmates, the program's services include behavioral therapy, drug and alcohol rehabilitation, classes on GED track, pre-vocational classes and vocational training, and family support. The Foundation of HOPE is an interfaith non-profit with the mission to “Empower incarcerated and released individuals to restore their relationship with their God, rebuild their lives, and reconcile to their communities.” The HOPE Aftercare Program is a pre- and post-release adult reintegration program for inmates and reentrants that seeks to ensure their successful return to the community. HOPE Aftercare provides resources, referrals, and guidance regarding employment, housing, education, food assistance, mental health services, and clothing. The program’s mentoring component matches inmates and reentrants with mentors who can assist them on a one-on-one basis.

Options/Care: Management Services for Independent Living

Options/Care Management, a program offered by the Family Services of Western Pennsylvania, is for individuals 60 years and older who need assistance remaining independent and living in their own homes. Care managers provide services based on a personalized assessment of the participant's psycho-social, environmental, and financial needs. Participants are eligible to receive home-delivered meals, resource counseling and support, monthly visits from a care manager, and more. Participants' families may also receive training and support through the Family Caregiver Support Program.

Highlands Health

The mission of Highlands Health is to provide free medical and pharmaceutical care to the low income uninsured population in the Laurel Highlands region of Western PA. A person may receive free doctor check-ups, free medicine, free X-rays, free blood tests, and a variety of other basic tests. Naloxone, also called Narcan and Evzio, an easy-to-use prescription medicine to reverse opioid overdose, is available free of charge, no questions asked. To be a patient at the Free Clinic a person cannot have any health insurance. He/she cannot have medical assistance from the Pennsylvania Department of Welfare or be eligible for Medicare. The person must have a photo ID and show proof of total household income. The person will be required to obtain a denial letter from the Medical Assistance Office within 90 days. The person will have an Intake appointment to determine if he/she is eligible for clinic services before seeing the doctor. Additional forms to fill out are available on the website. All appointments must be scheduled in advance.

Community Youth and Women's Alliance (CYWA) offers a temporary shelter for homeless women and children, but also make special accommodations for homeless men raising their children as well as intact families. CYWA also provides safe, clean, and affordable housing to low income individuals and families; with the low rent program creating greater independence. The Loaves and Fishes Food Pantry at Prospect Hill Baptist Church packs boxes of food that provide three meals a day for eight days for every member of a family. The West End Community Center offers community meals, walker, canes, crutches, and wheelchair loans (depending on availability), an optical clinic (income requirements apply), and an Alcoholics Anonymous support group. The mission of the Perry County Literacy Council (PCLC) is to provide educational programs for Perry County residents and their families that will enable them to better function as productive, responsible citizens. Mental Health America of York and Adams Counties has a "Representative Payee Program" that allows individuals to receive low-cost mental health services. If an individual has a mental illness or an intellectual disability and receives Supplemental Security Income and/or Social Security Disability Income, they are eligible to receive services at a low rate. MHA also provides education on managing financial matters as it pertains to paying for healthcare.
